The Ministry of Tourism, Arts and Culture (MOTAC) registers and oversees homestay businesses throughout Malaysia. A homestay is typically a privately owned residential property where the owner rents rooms or the entire house to tourists and travelers on a short-term basis. MOTAC registration categorizes these properties by star rating (one to five stars) based on facilities, services, cleanliness standards, and host credentials.
Registration exists to create accountability within the homestay sector. Licensed operators agree to maintain safety standards, follow consumer protection guidelines, and operate transparent pricing. MOTAC-registered properties receive a formal certificate and listing eligibility within the ministry's official directory and recognized tourism channels.
An unregistered short-term rental operates outside this framework.
